7KBW will be holding a panel discussion in conjunction with the Lloyd’s Market Association (LMA) on Tuesday 11 March 2025 to examine the changes brought about by the Insurance Act 2015 in the ten years since its inception.
The panel will discuss the original aims of the Act, whether anything has really changed, and if so, what? Have problems been solved? Have any been created?
The event is designed to be of interest to insurance lawyers including in-house lawyers, as well as underwriters and brokers, and anybody else with an interest in the reforms brought about by the Insurance Act and the effects it has had in practice.

Jonathan Mance (Lord Mance) was a Justice of the UK Supreme Court from 2005 to 2018 and its Deputy President in 2017–2018. He read jurisprudence at University College, Oxford, spent time with a Hamburg law firm and practised as a commercial barrister until 1993. He was a founder director of the Bar Mutual Indemnity Insurance Fund Ltd and a former President of the British Insurance Law Association.
In 1993, he was appointed a Judge of the High Court, sitting in the Queen’s Bench Division and Commercial Court from 1993 to 1999, after which he was a Lord Justice of Appeal from 1999 to 2005 until appointment as a Lord of Appeal in Ordinary in October 2005. On the formation of the UK Supreme Court in October 2009, he became one of its first members.
In the House of Lords, he chaired a sub-committee of the European Union Select Committee, scrutinising proposals concerning European law and institutions (2008-2009). From 2009 to 2021, he chaired the Executive Council of the International Law Association. He currently co-chairs the Ministry of Justice’s Advisory Committee on Private International Law, sits as an appellate judge on the Singapore International Commercial Court and practises as an international arbitrator in fields including insurance and reinsurance.
Arabella Ramage joined the LMA in 2021. She is responsible for providing support on legal, wordings, regulatory and compliance issues to the Lloyd’s managing and members’ agency community. She focusses on legal issues impacting the Lloyd’s market including law reform and financial services regulation, as well as maintaining an overview of the UK and international legal and regulatory environment.
Chris is the head of HFW’s global insurance and reinsurance practice. He has over thirty years’ experience in contentious insurance and reinsurance coverage matters, and has historically been appointed and is currently acting as an expert in English insurance law in US proceedings.. He is ranked in Band 1 and in the “Hall of Fame” in the current editions of Chambers and the Legal 500 directories respectively.
David Hertzell was Managing Partner of city law firm DAC until 2006. He was appointed a Law Commissioner in 2007 until 2014. He previously chaired the Airmic Captive Insurance Focus Group, was an Airmic Board member and a member of the BSI drafting committee on risk management. He is past president of the British Insurance Law Association, Chair of the Chartered Insurance Institute (CII) Professional Standards Committee and a former CII Board member. He chaired the government Taskforce on insurance fraud and is a pension fund trustee chair.
Today David is Chairman of Mactavish’s dispute resolution practice.
Jo is a commercial barrister at 7KBW. Insurance and reinsurance form the core of her practice. She represents both sides of the market. Prior to taking silk in 2022, she was Chambers and Partners Insurance Junior of the Year. She is currently acting in the Russian aircraft litigation and various Covid BI Test cases, as well as numerous other insurance disputes in litigation and arbitration.
Harry is a commercial barrister who specialises in (re)insurance. Alongside David Kendall, he was instructed by the LMA to advise on the potential impact of the Insurance Act a decade ago, and is the co-author of A Practical Guide to the Insurance Act 2015. Harry has been involved in some of the most significant (re)insurance litigation in recent times, including the FCA Test Case on Covid BI insurance, the Russian aircraft litigation currently before the Commercial Court, and numerous other high-value cases.
